 Dr David Chapman

Title: Clinical Chair

Term of Office: Appointed 19 July 2021 until 31 March 2022; first appointed to the Board in August 2014

David has been a GP in Oxford for 19 years and trained and undertook research at the Oxford University Hospitals NHS Foundation Trust (OUHFT).  David has an interest in Obstetric Medicine at the OUHFT.  He has now retired as a partner at Hollow Way Medical Centre and is working as a Locum GP.  David is actively involved in improving quality of services including establishing systems which feedback concerns to providers from patients and their GPs.  He was the clinical lead for mental health conditions for Oxfordshire and is interested in new forms of commissioning to improve outcomes for users of services.  David will be maintaining some of his mental health responsibilities whilst undertaking the Clinical Chair role.  David is also interested in frailty and improving pathways.

Ed Capo Bianco

Title: Urgent & Emergency Care - Portfolio Clinical Director
Term of Office:  Appointed 1 October 2020 until 31 March 2022; first appointed to the Board 1 May 2017

Ed Capo-Bianco is the newly appointed Locality Clinical Director of the South East locality.  He works locally as a GP at the Woodcote and Goring practice.

He is very keen to work alongside all the 10 practices in the South East to help support and maintain general practice in the area and ensure that the needs of the patients are met.  He is looking forward to the challenges of working in the South East locality including the opportunity to share primary care delivery by developing a locality plan fit for the future.

Ed is supporting a number of clinical work streams including access to urgent care.  

He is committed to the area and lives locally with his young family.

Stephen_Chandler

 Stephen Chandler

 Title: Director of Adult Services at Oxfordshire County Council

Stephen took up his new role with Oxfordshire County Council in September 2019 having moved from Somerset County Council where he was Director of Adult Services and Lead Commissioner for over three years.

Stephen gained national recognition for leading the transformation of adult services in Somerset, as well as being system lead with the NHS for a number of urgent care work streams. He started his career as a nurse and worked for the first half of his career in a number of NHS roles including board level positions. 

Following a period as a joint commissioner his most recent positions have been within local government in several assistant director and director of adult services positions.

Stephen is recognised for his work developing innovative models of adult social care with a focus on earlier invention, partnership and market inclusiveness. He has a passion for co-production, improving quality and has been leading the introduction of #doityourway a model of ‘Promoting Independence’. 

Sometimes described as radical sometimes traditional he has an absolute focus on leadership with a specific emphasis on the roles that professional leadership plays and the impact this has on everything we do. 

In previous roles he has led a turnaround of the ASC financial management, developing and instilling a robust discipline within all levels within the service with financial control delegated to team and practitioner level. 

Stephen is passionate about making a difference to the lives of citizens, and supporting people to achieve their potential. He was attracted to Oxfordshire by its challenges, its local plans and its focus on place, its citizens and partnerships which he feels fits well with his experiences.

He has been the Association of Directors of Social Services (ADASS) national Policy Lead for Mental Health since 2014.


Heidi Devenish

Heidi Devenish

Title: Practice Manager Representative

With over a decade of senior NHS experience in both primary and secondary care Heidi is currently the Business Practice Manager at the Summertown Group Practice. Her secondary care experience at both the Nuffield Orthopaedic Centre, the John Radcliffe and Horton Hospitals focused on service improvement, staff engagement, patient experience and outcomes. In her current role in her practice the focus is very much on delivering change to improve services and outcomes for patients as well as helping support, maintain and develop general practice in the locality.

Robert Parkes

Robert Parkes

Title: Lay Member, Lead for Governance

Robert, a retired chartered account, was Executive Director, Finance of the URENCO Group until the end of 2015.  Robert worked for URENCO for more than 20 years, and during this time, was responsible for the group's finance functions as well as Procurement and IT.  Prior to joining URENCO, Robert was UK Finance Director of Schering.  His main interests are gardening, travel and languages.  In addition to joining OCCG, Robert continues his role as Lay Member, Lay Vice Chair and Chair of Audit Committee for Buckinghamshire CCG.

Diane Hedges

Diane Hedges

Title: Chief Operating Officer and Deputy Chief Executive

Diane is an experienced commissioner and Director having worked in most types of organisations across the NHS. Before joining OCCG, Diane worked independently running her own company as a change consultant and interim Director. Assignments included Strategic Adviser to Surrey CCG on acute services and leading a public consultation in Bromley. She was responsible for the establishment of Bromley Healthcare, a new Social Enterprise transferring all community services from the local Primary Care Trust (PCT). Diane was Chief Executive of a PCT in Berkshire for many years whilst also leading the commissioning function for the three PCTs in the area. She has held a range of senior roles in a Strategic Health Authority, Department of Health, Local Authority, Primary Care Group and General Practice.

Gareth Kenworthy

Gareth Kenworthy

Title: Director of Finance

Gareth has held senior finance positions in commissioning and provider organisations within the NHS for several years. Previous to his role at OCCG he was Deputy Director of Finance for Oxford Health Foundation Trust. Gareth is aware of the financial challenges faced by Oxfordshire Clinical Commissioning Group in the coming years but welcomes the opportunities offered by clinical commissioning and the involvement of GPs and other health professionals to improve both the quality of services and their value for money.  Gareth is Senior Information Risk Owner (SIRO) for the organisation.

Ansaf Azhar

Ansaf Azhar

Title:  Director of Public Health, Oxfordshire County Council

Ansaf started his role as Director of Public Health in August 2019 and previously worked for Sandwell Borough Council as the Interim Director of Public Health for just over a year. Before this he was a consultant in public health for 4 years in Sandwell. Ansaf worked as a pharmacist before moving into public health in 2007. He is committed to improving population health and inequalities in Oxfordshire and will continue the good work to create a healthy county and reducing inequalities.

Catherine Mountford

Catherine has worked in the NHS for over 25 years with considerable experience as an NHS Director operating at Board and Executive team level. Whilst the majority of her roles have been within commissioning she also has experience of operational management in a combined acute, community and mental health service provider. Within a variety of commissioning roles, Catherine has focused on working with clinicians to deliver change in service pathways to improve services and outcomes for patients.

Guy Rooney

Dr Guy Rooney

Title:  Medical Specialist Advisor
Term of office: Appointed May 2016 reappointed May 2020 until end March 2022

Guy joined the Great Western Hospitals Foundation NHS Trust in 1999 as a consultant in Sexual Health and HIV.  Initially working in Swindon and Oxford, he was totally based in Swindon from 2009, when he was appointed as one of the Associate Medical Directors at the Trust.  In 2014 he was appointed Medical Director and Deputy Chief executive in 2016.  Guy joined the Oxford Academic Health Science Network (AHSN) in June 2019 to support innovation adoption and strengthening clinical engagement with emerging integrated care systems.  In his role with OCCG he hopes to bring a provider perspective from secondary care, and to work jointly with other colleagues on a strategy and approach to commissioning which best serves the needs of the local population.
 

Duncan Smith

Duncan Smith

Title: Lay Member for Finance
Term of Office: Appointed April 2014.  Reappointed April 2018 until April 2022

Duncan is a fellow of the Association of Certified Accountants and joined the NHS in 1991, after a successful career in local government and the bus industry. In addition to working as a Director of Finance in hospital, community and mental health trusts, he has extensive experience of leading service change in the NHS. Since 2013, Duncan has been a partner in DudleySmith Ltd, providing management consultancy and interim solutions. Duncan joined the OCCG Board in 2014 and chairs the Finance and Investment Committee and Primary Care Commissioning Committee, and is a member of the Audit Committee.

Wendy Bower

Title: Patient and Public Involvement Lay Member

Term of office: 1 July 2021 to 31 March 2022

Wendy began her career as a nurse over 30 years ago and has worked in London and acute hospitals across Berkshire and Surrey.  She was a senior lecturer for Critical Care Nursing with Thames Valley University mainly teaching registered nurses in Intensive Care, Coronary Care and Accident and Emergency in order for them to gain additional qualifications but also had some teaching responsibility for student nurses.

Wendy has been a non-executive director firstly with Wokingham PCT and latterly with NHS Berkshire servicing both East and West Berkshire.  She has particular interests in Quality and Patient and Public Involvement and sees these taking an ever developing and crucial role in the CCGs across the BOB geography (Buckinghamshire, Oxfordshire and Berkshire West).  As the Lay Member PPI for the BOB CCGs, Wendy will ensure the continued integration and development of this important aspect.

Meenu Paul

Title: Clinical Director - Quality

Meenu is an Oxfordshire GP and has worked with the CCG since 2015.  Meenu is the Assistant Clinical Director Quality and Clinical Lead for Medicines Optimisation.  Following the appointment of Dr David Chapman as Clinical Chair, Meenu is picking up aspects of mental health and learning disability including OCCG Board representation.
